  1. I suspect that it is the limit of the easement and is a marker to let equipment operators know to not disturb the ground past that point. In this case it would be 13′ from the road centerline.
    â„„ would be the proper centerline mark for CL=13′ … the AN most likely is the agency or contractor. The white tape is not often used … curious about that.
    Probably a target/mark for fiber-optic cable layer.
