  1. I suspect that it is the limit of the easement and is a marker to let equipment operators know to not disturb the ground past that point. In this case it would be 13′ from the road centerline.
    ℄ would be the proper centerline mark for CL=13′ … the AN most likely is the agency or contractor. The white tape is not often used … curious about that.
    Probably a target/mark for fiber-optic cable layer.
